EMATUM affair: In September 2013, CMN (the French company Constructions Mécaniques de Normandie) supplied 30 fishing boats to EMATUM for a contract worth €200 million, 24 fishing vessels and 6 defence vessels. This order was financed by a bond issue guaranteed by the Mozambican state for 850 million dollars (500 million from Crédit Suisse and 350 million from the Russian bank VTB). 650 million dollars hidden from the IMF, which decided to suspend its aid to Mozambique following this discovery. The anti-rust paint was not even applied and the revenue from tuna fishing in the first year amounted to only 1% of the hoped-for total.

The bridge is part of a larger road infrastructure project to link Maputo to South Africa via Ponta do Ouro.
